Mr. Shannon was born and raised in San Angelo, Texas. He graduated from San Angelo Central High School and received his B.B.A. degree from Texas Tech University in Petroleum Land Management. He has been actively involved in Boy Scouts throughout his life having attained the rank of Eagle Scout. He is also a member of the Tom Green County Young Lawyers Association, Leadership San Angelo Alumni Association and St. Luke United Methodist Church.
